OBRA waiver and home-care questions

Pennsylvania’s OBRA waiver supports eligible people with developmental physical disabilities in community living. If you already use OBRA, bring the service-coordination contact and the type of assistance being considered to the conversation. A program benefit does not establish that Eden provides that service.

Start with the individual service plan

Ask your service coordinator which home supports are included in the current plan and which provider requirements apply. Eden’s Pennsylvania agency license covers non-skilled home care; participation in OBRA and authorization for your service must be checked separately.

Questions to resolve before arranging support

  • Who is coordinating the current OBRA service plan?
  • Is Eden an approved provider for the exact service being considered?
  • Which tasks, hours and start arrangements are authorized?
  • Can the proposed support fit the person’s routines, choices and location?
  • What needs to be reviewed if the person’s needs or schedule change?

Exploring OBRA for the first time?

Use Pennsylvania’s official OBRA information to review the program and enrollment contacts. The state’s eligibility and assessment processes determine whether the waiver applies. Eden can discuss a home-care inquiry but cannot approve waiver eligibility, service hours or payment.

Start with a general inquiry

Tell Eden the Pennsylvania location, the general help wanted and that the inquiry relates to OBRA. Keep waiver records, medical documents and identification numbers out of the public form. Eden will explain the appropriate next-stage channel if additional information is needed.
